Whole Foods and others should not have to be in the position of saying 'we can't trace the products chain because the firm went bankrupt making its records inaccessible'. Whole Foods should lead the industry in lobbying for such a fund with the Congress. This would also be a good project for some of the economic stimulus money. The stimulus money could be used for an initial program until the service becomes part of the FDA's regular budget. There are probably other companies that get away with such things because the Government is as much responsible as the owners.
